When is the driving age rising in New Zealand?

When is the driving age rising in New Zealand?
It was said on the news early this year that the government was going to be raising the driving age and at first they said before christmas but later said early next year. A couple of days later it was said on the news that it would be rising mid next year. Does anyone know what the date is for it to be rising? I know there are lots of rumours but if anyone has an exact date then please post. My little brother isn't 15 till November and wants to know whether or not he will be able to squeeze in and get his licence or not.
